Whistlerbloer is a person who sees something not right inside Gov't Agency. It may look like someone is breaking a rule/law and it could lend to loss of job. A person who report the wrongdoing is a Whistleblower who may not be able to get top management's attention. Then he or she goes beyond teh managment and reported to outsider like former top mangement or member of Congress. LINK: Link
