Argument Over Accessibility at Park Dedicated to FDR

President Franklin Delano Roosevelt (FDR) was paralyzed from the waist down due to polio and used a wheelchair. There is a memorial to FDR called the FDR Four Freedoms Park on Roosevelt Island in New York City. Ironically it is not accessible to wheelchair users because it has a sunken terrace with no ramps.
The mayor of New York City, Bill de Blasio, is arguing with the people who take care of the memorial. He is insisting that the memorial put in ramps, and the memorial is saying the sunken terrace isn’t meant to be accessed at all. The dispute is holding up the memorial’s application for a certificate of occupancy, and it looks like this argument is headed for court.
