NAD ought to sue Federal Ed dept- IDEA means Individual with Disabilities Education Act and Civil Right under the title of Civil Right LEP means Limited English Proficiency. Congress mades that law which violate the First Amendment-Freedom of Expression, and yet they make that law! First Amendment says - No congress make any law for Freedom of expression when we pay tax!
