Requires video transmissions of executive department and legislative department to be closed-captioned for access by hearing-impaired persons. Provides exception.
Applies to video transmissions created on or after January 1, 2016. Declares emergency, effective on passage.
A BILL FOR AN ACT
Relating to closed captioning of state government video transmissions.
Be It Enacted by the People of the State of Oregon:
SECTION 1. (1) All video transmissions of the executive department
or the legislative department that are distributed to the public through means of the Internet, cable television or broadcast television, or through disc, film or videotape, shall be closed-captioned to facilitate access by hearing-impaired persons.
(2) Subsection (1) of this section does not apply to two-way video transmissions intended to facilitate communications between specific individuals.
SECTION 2. Section 1 of this 2015 Act applies to video transmissions created on or after January 1, 2016.
SECTION 3. This 2015 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2015 Act takes effect on its passage.
